What exists today
The Mariel Special Development Zone is an existing economic zone created and administered by the Cuban state. Official incentives describe the regime’s rules, not an independently verified free market.
Current constraint
State control, labor arrangements, property rights, sanctions and limited independent auditing make present-day participation a legal and governance question. CSP provides no application or counterparty guidance.
Future scenario
A credible post-transition zone would require lawful ownership, direct labor rights, transparent procurement, independent courts, auditable concessions and applicable sanctions relief.
Institutional test
The question is not how to enter ZEDM today. It is what must change before the zone can support a free economy.
